About Cygnet Hospital Harrow

Cygnet Hospital Harrow provides a range of specialist mental health services for men across acute, specialist rehabilitation and autism pathways.

Ward Breakdown:

• West Ward – 18 Bed Male Acute MH Service

• Roxeth Ward – 12 Bed Male Acute MH Service

•  Springs Services – Specialist Complex Mental Health and Autism Services for Men: Springs Centre (12 Beds), Springs Wing (8 Beds) and Springs Court (8 Beds)

The Opportunity

We are seeking an experienced and driven Quality & Compliance Manager to join our Senior Leadership Team at Cygnet Hospital Harrow.

This is a pivotal position, ensuring that the hospital maintains full compliance with CQC regulatory standards, Cygnet Group governance frameworks, and commissioner requirements. The post-holder will lead on internal quality assurance, audit, risk management, and policy implementation, ensuring that governance systems translate effectively into daily operational practice across all wards and departments.

Key Responsibilities

Governance & Quality Assurance

  • Lead and coordinate the hospital’s Quality Assurance Framework, including scheduling, completing, and reporting on internal audits.

  • Oversee and manage the Hospital Governance and Clinical Governance meetings, maintaining accurate records and a live Quality Improvement Plan (OLAP).

  • Track progress against local and corporate Key Performance Indicators (KPIs) — including supervision, mandatory training, incident reporting, and safeguarding compliance.

  • Ensure all audit and improvement actions are completed, evidenced, and embedded into operational practice.

  • Oversee and maintain responsibility for the management of complaints, ensuring processes remain compliant with Cygnet Policy and regulatory requirements, and support liaison with NHS England, local authorities, families/carers, and commissioning bodies throughout the process.

Regulatory Compliance

  • Act as the hospital’s subject matter expert on CQC Fundamental Standards and associated regulatory requirements.

  • Lead on mock inspections, self-assessments, and the hospital’s preparation for CQC, commissioner, or corporate inspections.

  • Support the Hospital Director and senior management team to develop and deliver action plans following inspections or internal reviews.

  • Maintain oversight of statutory notifications, policy implementation, and information governance compliance.

Risk & Incident Management

  • Review and analyse DATIX incident data, identifying emerging trends, themes, and learning opportunities.

  • Support Ward Managers and department leads to develop learning lessons summaries and ensure dissemination of findings to staff teams.

  • Maintain and regularly review the local risk register, ensuring timely escalation and effective mitigation of service risks.

  • Work with clinical and operational leaders to ensure robust follow-up and documentation following serious incidents, safeguarding investigations, or complaints.

Leadership & Collaboration

  • Work closely with the Hospital Director, Clinical Services Manager, Ward Managers, and Heads of Department to promote a culture of safety, transparency, and accountability.

  • Provide expert advice and practical support to staff and managers on all aspects of governance and compliance.

  • Deliver or facilitate training and awareness sessions on quality standards, policy compliance, and audit outcomes.

  • Liaise confidently with external stakeholders, including CQC inspectors, NHS commissioners, local authorities, advocates, and families.

Audit & Reporting

  • Oversee the completion and timely submission of all local and corporate audits, including Infection Control, Health & Safety, MHA, Safeguarding, and Environmental Safety.

  • Ensure accurate governance data is collated monthly for submission to the corporate Quality and Compliance teams.

  • Produce clear, evidence-based quality reports for the Hospital Director, Senior Management Team, and Quality Governance Board.

  • Support the hospital in implementing continuous improvement projects based on audit and feedback findings.

Essential Criteria

  • Proven experience working within healthcare governance, quality assurance, or compliance (mental health or social care preferred).

  • Comprehensive knowledge of the Mental Health Act 1983, revised in 2007.

  • In-depth understanding of CQC Fundamental Standards, Health & Social Care Act 2008, and NHS/commissioner frameworks.

  • Excellent analytical, organisational, and report-writing skills.

  • Ability to influence, support, and challenge colleagues to maintain high standards.

  • Strong interpersonal and communication skills, with confidence in presenting findings to varied audiences.

  • Proficient in Microsoft Office applications and data management tools.

Desirable Criteria

  • Previous experience within independent mental health or autism services.

  • Knowledge of risk management, audit methodology, and root cause analysis.

  • Professional qualification in nursing, social work, or allied health (not essential but advantageous).

  • Familiarity with Cygnet Healthcare’s corporate governance and reporting systems.
