Cygnet have an exciting opportunity for an experienced Clinical Systems Manager to join our Digital Services team.

The Clinical Systems Manager / Clinical Safety Officer is responsible for overseeing the safe design, implementation, optimisation, and governance of all clinical digital systems within the Cygnet Group. This role ensures that digital solutions are effectively integrated into the organisation’s clinical practice, supporting both safety and operational efficiency.

The post holder will serve as the designated Clinical Safety Officer (CSO), fulfilling responsibilities in line with DCB0129 and DCB0160 standards to maintain high levels of clinical safety throughout system lifecycles.
Cygnet is currently undertaking a Digital Transformation initiative, which involves the implementation of new clinical systems. The Clinical Systems Manager / CSO must understand the organisation’s existing digital posture and play a key role in delivering the Clinical System Transformation programme

Core Responsibilities of a Clinical Safety Officer

  • Clinical Risk Management: Leads the identification, assessment, and mitigation of clinical risks associated with digital, data, and technology services throughout their lifecycle.
  • Safety Documentation: Develops, reviews, and maintains key documents including the Clinical Safety Case Report, Clinical Risk Management Plans, and Hazard logs.
  • Hazard Workshops: Facilitates hazard analysis workshops to identify potential patient risks arising from software or hardware implementation.
  • Compliance and Standards: Ensures health IT products conform to national standards, such as DCB0160.
  • Incident Investigation: Analyses and investigates safety incidents related to digital solutions, typically using root cause analysis.
  • Sign-off Authority: Formally approves clinical safety documentation, authorising the release or update of systems.
  • Stakeholder Collaboration: Advises senior management and collaborates with both clinical and technical teams to foster a robust, safe, and collaborative safety culture.

Core Responsibilities of a Clinical Systems Manager

  • System Development and Maintenance: Oversees the implementation, configuration, and upgrading of clinical information systems, ensuring that these systems remain functional, reliable, and secure.

Core Skills

  • System Administration & Technical Knowledge: Demonstrates comprehensive expertise in EPR and ECR systems, Electronic Prescribing and Medicines Administration (ePMA), and electronic document management systems.
  • Workflow Optimisation & Analysis: Analyses complex clinical workflows, documents requirements, and translates these into system configurations that enhance efficiency.
  • Project Management & Implementation: Has experience in deploying systems, managing upgrades, conducting user acceptance testing (UAT), and overseeing decommissioning. Manages project risks, issues, and timelines, and acts as a stakeholder in the wider PMO function.
  • Stakeholder Engagement & Communication: Possesses strong interpersonal skills to bridge communication between technical IT teams and frontline clinicians, ensuring system usability.
  • Data Analysis & Reporting: Understands and analyses data from clinical systems for service evaluation and improvement.
  • Clinical Safety Standards (DCB0129/DCB0160): Has thorough knowledge and experience in complying with NHS Digital standards for the manufacture (DCB0129) and deployment (DCB0160) of health IT systems.
  • Clinical Risk Management: Experienced in conducting clinical risk assessments, maintaining hazard logs, and developing safety cases.
  • Clinical Experience & Credibility: Is a registered practitioner (NMC/GMC/HCPC) with experience in secondary care, providing insight into how IT affects clinical practice.
  • Incident Investigation: Leads investigations into safety incidents involving digital tools, identifies root causes, and implements preventive actions.
  • Leadership & Clinical Governance: Influences stakeholders, challenges decisions that compromise safety, and promotes a safety-first culture.
  • Exceptional Communication: Able to explain complex technical issues to non-technical staff and vice versa in both roles.
  • Understanding of Healthcare IT: Has knowledge of patient confidentiality, GDPR requirements, and information governance.
  • Problem-Solving: Identifies defects, analyses root causes, and develops effective solutions.
  • Continuous Improvement: Commits to auditing systems and updating processes to enhance safety and quality within the organisation.
